LGU Pilar and DOLE SPO award Livelihood Kits to Marginalized Population
PILAR, SORSOGON- The Local Government Unit of Pilar and the Department of Labor and Employment Sorsogon Provincial Office awarded the DOLE assisted livelihood project to the Employment for Marginalized Population thru Livelihood Enhancement Opportunity (EMPLEO) beneficiaries of Pilar, Sorsogon on February 28, 2024 at the LGU Gymnasium, Calongay, Pilar, Sorsogon.
EMPLEO project is a PESO Initiated Livelihood Program submitted to DOLE for a collaborative undertaking with the Agency’s DOLE Integrated Livelihood Program (DILP).
The said project benefited forty-three (43) beneficiaries composed of Indigenous Peoples (IPs), Senior Citizens, Persons With Disability (PWD), Parents of Child Laborers (PCL), low-income families, VAWC victims and PWUDs from the twelve (12) barangays of Pilar.
A total of P1.1 Million worth of livelihood packages for different livelihood projects such as food and fish vending, root crops and vegetable vending, hair and nail care, dress making, crocheted stuffs making, food and meat processing, laundry services, carpentry, baking, fishing, barbershop, and mechanic services were provided to qualified recipients who went through the PESO screening process, and DOLE verification and validation jobs in accordance with the program's requirements.
PESO, on the other hand, led the profiling to the barangays to immerse in the community's conditions and needs in order to broaden the coverage of the intervention program that the LGU Pilar provides to its constituents through PESO.
The marginalized population was chosen as the beneficiary of PESO to ensure that all sectors of the community have access to opportunities and this resulted from the combined efforts of the relevant offices/agencies.
Hon. Luis Leosala Jr., OIC of the Office of the Municipal Mayor expressed gratitude to DOLE for the intervention given to the recipients under EMPLEO project of PESO Pilar. Likewise, he urged beneficiaries to value the kits provided to them, which will assist them in supplementing their income and improving their lives.
“Pahalagahan ta ang mga gamit, tinao ini bilang puhunan sa lambang saro saindo tanganing mag asenso o umangat ang buhay kan lambang Pilareño,” he uttered. [Let us give value to the kits, it was provided to you as an investment in order to improve the lives of every Pilareño.]
VM Leosala also stated that the LGU Pilar, led by Mayor Carolyn C. Sy-Reyes, and the Sangguniang Bayan thru Councilor Emmanuel H. Sia, SB Chairman Committee on Manpower, Labor, and Cooperatives provide full support to all livelihood programs for the Pilareños, particularly those for the marginalized sector, which requires interventions like this to improve their lives and help their families.
Councilor Sia, on the other hand, stated that obtaining the toolkits is not the end of the process, instead beneficiaries should be aware of their obligations in providing fulfilling services to their clients in order to augment their family income.
Ms. Ma. Annie L. Perete, PESO Manager/PIO expressed her profound thanks to the LCE and the Sangguniang Bayan, particularly Councilor Sia, for passing resolutions authorizing the LCE to collaborate with DOLE to make viable programs for the people.
Ms. Perete stated that the livelihood program is the most difficult among DOLE programs cascaded to PESO because it requires a lengthy process of bidding for the kits and ensuring that the kits provided to participants are of good quality. It takes perseverance and passion to make it happen triumphantly.

As the PESO Manager of Pilar, Ms. Perete strives for the success of livelihood interventions provided to the community and aspires to see successful Pilareños featured by DOLE.
A productive training was also part of the whole day activity as having the necessary skills, knowledge and attitude is essential for becoming a successful entrepreneur. Topics tackled are as follows; Simple Bookkeeping and Records Management, Simple Business Management, Basic Food Handling & Hygiene, Occupational Safety & Health, DILP Orientation & Guidelines, and the 7s of Good Housekeeping.
DOLE Provincial Head Ms. Mary Jane Rolda, together with the Provincial Livelihood Focal Mr. Mark Francis Llaneta, Livelihood Development Specialist Ms. Mary Rose Domdom, and PESO Manager Ms. Ma. Annie L. Perete awarded the kits to the beneficiaries after the training.
Katunayan sa Pagtanggap at Pagsang-ayon sa mga Alituntunin of DOLE was also signed by the beneficiaries stating the guidelines of the program. Moreover, PESO will conduct monitoring after a month to ensure the effective and efficient implementation of DOLE Integrated Livelihood Program in the municipality of Pilar. (Pilar PIO)
