In line with the commitment of the Philippine Government to promote good governance and its effort to adhere to the principles of transparency, accountability, equity, efficiency, and economy in its procurement process, the 2016 Revised Implementing Rules and Regulations hereinafter called the IRR came to its birth. This has been promulgated pursuant to Section 75 of Republic Act (RA) No. 9184, otherwise known as the “Government Procurement Reform Act”. Furthermore, this act is in accordance with to the policy of the Philippine Government that procurement of Goods, Infrastructure Projects and Consulting Services shall be competitive and transparent, and therefore shall undergo competitive bidding, except as provided in Rule XVI of the IRR. Anchored to the Procurement Act, LGU-Pilar of Sorsogon created that Bids and Awards Committee for the purpose of prescribing the necessary rules and regulations for the modernization, standardization, and regulation of all the procurement activities of the organization.
