MUNICIPAL PLANNING AND DEVELOPMENT OFFICE

 

ISSUANCE OF LOCATIONAL CLEARANCE

 

ABOUT THE SERVICE: Locational Clearance – a clearance issued by the Zoning Officer to a project that is allowed in its identified site under the provision of the Municipal Zoning Ordinance.

 

CLIENT GROUP: General Public

 

REQUIREMENTS:

 

  1. Duly accomplished and Notarized Application form
  2. Copies of any of the following requirements relative to the right over the land:
  3. Photocopy of the Certificate of Title, (Certified by Register of Deeds Office)
  4. In the absence of any existing Certificate of Title in the name of the applicant, submit:

– Certified True Copy of the latest Tax Declaration

– Pro-forma affidavit to the effect that:

* The applicant is the owner of the property subject of the   application;

* The reason/s why the property is not yet titled;

* That the property is free from liens and encumbrances;

* Whether the property is tenanted or non-tenanted;

  1.   In case the property is not registered in the name of the applicant, submit:

– A photocopy of the owner’s Certificate of Title or in the absence of the title, the Tax Declaration and the pro-forma affidavit as described in item b, and any of the following:

* Duly notarized Deed of Sale or Deed of Donation

* Duly notarized Contract of Lease/Option to Buy/ Contract   to Sell

* Authorization to use subject parcel of Land.

  1. Vicinity Map showing the existing land uses within the minimum 100   meters radius or 1 kilometer radius from the lot boundary of the project site for project of local and national significance respectively;
  2. Site Development Plan showing the project site lot area boundaries and proposed layout of improvements therein.
  3.  Environmental Compliance Certificate/ Certificate of Non-Compliance (ECC/CNC) from DENR Office.

 

 

   Additional Requirements:

 

  1. For Manufacturing Projects – Description of Industry citing among others the following:
    1. Types and volume of raw materials/ chemical used;
    2. Products manufactured or stored
    3. Average production output/capacity per day/week/month;
    4. Industrial wastes and plans for pollution control;
    5. Description of process flow or manufacturing processes
    6. Manpower Requirements
  2. Two copies of Bill of Materials and cost of equipment (where applicable) signed and sealed by Civil Engineer/Architect/Owner;
  3. Specification ( signed and sealed by Civil Engineer/Architect/Owner);
  4. Vicinity Map, Site Development Plan, w/ Geodetic Engineer Certification of non-encroachment to adjacent/adjoining properties.(one set building plans);
  5. For application filed by authorized representative, Sworn Special Power of Attorney for the representative to file /follow up application, and to claim decision on the application;
  6. Other additional requirements as may be needed for projects of national significance which require a more exhaustive evaluation;
  7.  For commercial Projects- ECC/NCC shall be required for four (4) Storeys and above.

SUBDIVISION DEVELOPMENT APPROVAL

 

ABOUT THE SERVICE: In accordance to section 14 of BP 220 and its implementing Standard Rules and Regulation, Preliminary Approval and Subdivision Development Approval must be processed and endorsed to the Sangguniang Bayan by the Municipal Planning and Development Office.

  1. Two (2) sets of the following documents duly sign by a licensed Architect/ Civil Engineer/ Geodetic Engineer.
  2. Site Development Plan (Schematic Plan showing the proposed layout)
  3. Vicinity map with a minimum of 100 m from the boundaries of the project indicating the adjoining land uses, access as well as existing facilities, utilities.
  4. Survey Plan of lots/ as described in the land title.
  5. Certified true copy of Title/Tax Declaration and current tax Receipts
  6. If the land is an agricultural land whether tenanted or non-tenanted. Two (2) copies of DAR team/field inspection report plus affidavit of non- tenancy by the owner/developer for non-tenanted lands or affidavit of waiver from tenants for tenanted lands;
  7. Sworn Statement as to nature, number and income level of beneficiaries as well as maximum selling price per unit;
  8. Right to use or Deed of absolute sale of right of way for access roads and other utilities when applicable;

  • Valid I.D. (especially when documents will be taken out of office)

  • Writable CD, diskette, USB or any compatible device for electronic data storage.
