Due to rising COVID-19 Cases in the municipality and in consonance with the IATF Omnibus Guidelines Issued on April 03,2021 and Municipal Ordinance No. 005-d, Series of 2020, the following guidelines shall be strictly observed:

  1. Public Gatherings.
    1. Church Weddings: Persons allowed during the Wedding Ceremonies and Receptions shall be limited to up 50% of the venue. Guests shall be limited to immediate families, major sponsors, and secondary sponsors, provided that it shall not exceed the 50% venue capacity.
    2. Civil Weddings at the Office of the Mayor: Attendants for Civil Weddings at the Office of the Mayor shall be limited to the Bride & Groom, one pair of Principal Sponsors, and one photographer.
    3. Funeral, Necrological Services, Wakes and Inurnment: This shall be allowed provided 50% of the venue capacity, preferably attended by immediate families.
    4. Religious activities are allowed provided that they shall follow the 50% Venue Capacity.
    5. Birthday, Reunions, Anniversary and the likes: This celebrations shall be allowed provided that 50% of the venue capacity, preferably attended by immediate families. Karaoke and other entertainments using common microphones are still prohibited. Social drinking, using common glasses and utensils is likewise strictly
    6. Face to Face Classes in all basic education facilities in the municipality is suspended. Limited face-to-face or in person classes for higher education and technical vocational education and training may be allowed, subject to the guidelines of CHED and TESDA, respectively.
    7. Indoor and outdoor- non-contact sports are allowed. No sharing of equipment is allowed. For this purpose, 15 years of age and above 65, may be allowed outdoor non-contact sports and other forms of exercise.
  1. Establishments. The following establishments, persons, or activities shall not be permitted to operate, work, or be undertaking during MGCQ:
    1. Entertainment venues such as Karaoke Bars, Bars, Clubs, Concert Hall, and Theaters;
    2. Fairs/Peryas, Kid Amusement Industry such as Playground, Playroom, and Kiddie Rides; and
    3. Cockfighting and Operation of Cockpits
  1. Curfew: Under Municipal Ordinance No. 005-D, Series of 2020, 8PM-5AM Curfew shall be continued to be imposed in the Municipality of Pilar.
  1. General Rule. All of the above identified activities/gatherings shall be conducted following strictly the minimum public health standards such as:
    1. Wearing of facemasks & faceshield;
    2. Observation of at least one (1) meter social distancing;
    3. Frequent Handwashing or sanitation of hands;
    4. Proper disposal of wastes;
    5. Proper sneezing and coughing etiquette; and
    6. No spitting on public places.
  1. Separability Clause.  If any part of these guidelines is held invalid or unconstitutional, other provisions not effected thereby shall remain in full force and effect.
  1. Effectivity.  These Guidelines shall take effect starting today, 21 April 2021.
