MUNICIPALITY OF PILAR, SORSOGON ranks 2nd in Model LGUs Implementing 4Ps in the national sphere

      RA 11310, “An Act Institutionalizing the Pantawid Pamilyang Pilipino Program (4Ps)” is DSWDs top priority program in the country. 4Ps is the national poverty reduction strategy ang human capital investment program of the Philippine Government that provides conditional cash transfer to poor household for a maximum period of 7 years to improve the health, nutrition and education aspect. This year marks the 2nd year of its institutionalization with the theme: Sama-Sama tungo sa Matatag at sa Matagumpay na Pamilyang Pilipino”.

        Part of the virtual celebration is the Online Awarding Ceremony for LGUs, NGAs and CSOs who became partners of the DSWD in providing livelihood and educational opportunities to the 4Ps beneficiaries.

        Pilar ranks 2nd nationwide with a total rating of 81% in the Search for Model LGUs Implementing 4Ps, next to Cabanatuan City, Nueva Ecija in Region lll with an 84% rating, whereas, municipality of Bauang, La Union of Region 1 got the 3rd spot with a 73% rating.

      Pilar Mayor Carolyn C. Sy-Reyes could not contain her happiness upon knowing the result, despite the threats of Covid 19 and a limited time for the preparation, Pilar was able to make it with flying colors. In her message to the LGU family during the Flag Raising Ceremony on June 14, 2021, she expressed her gratitude to all the employees who worked hand in hand to achieve something she is, incredibly, proud of.

     DSWD’s PAgkilala sa NATAtanging KOntribusyon sa BAYAN or PANATA KO sa BAYAN Awards or GAPAS Awards is a commendation given to a Local Government Unit (LGU) Implementing DSWD programs and services such as Day Care services, KALAHI-CIDSS and other programs that has significant contribution in their respective communities. It sets criteria for Model LGU Implementing any DSWD Project/s, to wit;

  1. Must have been implementing Social Welfare Development project for the past three years,
  2. Must have been able to provide counterparts (cash or in kind), required or not, for the implementation of the program,
  3. With Resolutions/Ordinances passed in support of and for institutionalization of the programs/services,
  4. Must have submitted updated reports(accomplishment/financial/progress) to the field Offices,
  5. Must have incorporated in the LGUs Annual Work and Financial Plan.

       The municipality of Pilar passed these criteria and got the 2nd highest rating in the national evaluation and assessment.

     Pantawid Pamilyang Pilipino Program in the municipality of Pilar was implemented in 2009 when the then Mayor Dennis A. Sy-Reyes, wholeheartedly, accommodated the program. With the passage of time, the program became impactful in the lives of the people, it has produced college graduates in the family, it has guaranteed a dining table with nutritious foods for three meals and it has provided a school bag of complete school supplies with umbrella and raincoat to protect the children from weather change and it has ensured that check-ups in a health facility is done regularly. The evidence that it has given to the local government drives the local officials led by the incumbent Mayor Carolyn C. Sy-Reyes to initiate developmental projects and intervention programs in support of the 4Ps.

    The objectives of the program like social assistance and social development is indeed, breaking the intergenerational poverty cycle by investing in the health and education of poor children.
