LCE spearheads ARTA Issuances and LGU Service Forum in Pilar

PILAR, SORSOGON- In accordance with the Anti-Red Tape Authority (ARTA) Memorandum Circulars, Pilar’s Local Chief Executive Hon. Carolyn C. Sy-Reyes spearheads the ARTA Issuances and LGU Service Forum in the municipality of Pilar held at the LGU Gymnasium, Pilar Local and National Government Complex, Calongay, Pilar, Sorsogon on February 20, 2024.

Attended by the forty-nine (49) Punong Barangays of Pilar together with the Kagawad, Treasurers, and Secretaries, the activity aims to inform and educate the Barangay Local Government Units (BLGUs) on the guidelines and policies of the national government regarding ARTA and its implementing rules regulations that the Local Government Unit must comply.
 
Salient features of ARTA was discussed by Ms. Jeresa L. Mediana, MHRMO. It gave emphasis to the Citizen’s Charter being one of the primary tools used by the government agencies to communicate service standards when providing government services to the citizens or clients. This is in compliance to Paragraph 6.3.1.1 of MC No. 2019-002, or the Guidelines on the Implementation of the Citizen’s Charter in Compliance with Republic Act 11032, otherwise known as the “Ease of Doing Business and Efficient Government Service Delivery Act of 2018”.
 
Mayor Carolyn C. Sy-Reyes urged the BLGU’s to draft their Citizen’s Charter for consolidation within the last week of February as it is a mandatory requirement of ARTA.
Thus, in order to comply with the Anti- Red Tape Memorandum Circular No. 2020-07 dated 30 September 2020 or the "Guidelines on the Designation of a Committee on Anti-Red Tape (CART)", the LGU-Pilar has composed Pilar Municipal Committee on Anti-Red Tape-Technical Working Group (PMCART-TWG) to ensure that LGU-Pilar receive, respond, and comply with the requirements of R.A 11032, its IRR and subsequent issuances.
 
Basic services of the LGU offices that are responsive to the needs of the citizens was then presented by the Department Heads and Head of offices.
